It is not easy to explain the kind of functionality in DIPS that enables Paperless EPR. We have put many years of development work into the DIPS system, and a wide range of functionality is required. In brief, the system has to support a wide range of new work tasks in order to enable paperless work processes.
One important issue is that relevant parts of the old paper-based patient records have to be scanned into the EPR system as soon as possible. The old patient records are sorted prior to planned visits or as soon as possible in the case of acute visits. It is very important to identify which parts of the paper records are needed for future treatment of the patient. These parts of the paper records are categorised into groups, e.g. referral letters, discharge notes from other hospitals, anaesthesia records etc.
The DIPS EPR system supports scanning of these documents and groups documents in order to display this information in the same context as other relevant information about the patient that is available in electronic form. This provides the hospital personnel with the patient record information they need in order to be able to treat the patient without the paper records.
A study in Norway showed that up to 10% of doctors’ time consisted of "bother and delays" due to inefficient information management. A study carried out in 2002 compared a DIPS paperless EPR hospital with a traditional EPR hospital. The study compared the time spent on work operations in the two hospitals, and also compared the numbers of office personnel in relation to the hospitals’ production. Both studies concluded that DIPS Paperless EPR hospitals ran their office operations 20% more efficiently than other hospitals.
